Discussion
You cannot really say this is “based on the starter template” as most things from it have been stripped away and the few remaining things can be removed as well. You don't need the “conf” or “images” folder, nor “style.ini” or “tpl_functions.php”. It feels more like this functionality belongs into a plugin instead of a template.
